Last week the White House announced a plan to reorganize several departments of the federal government. See the White House fact sheet. Under the proposal, the Departments of Education and Labor would be merged into a single Department of Education and the Workforce. All safety net programs, including SNAP (food stamps), which is now in the Department of Agriculture, would be consolidated into the Department of Health and Human Services (HHS), which would be renamed the Department of Health and Public Welfare. The plan also would consolidate all food-safety programs into the Department of Agriculture (USDA). Currently both the USDA and the Food and Drug Administration (FDA) within HHS, are responsible for food-safety functions. Congress would have to approve such a reorganization, which is not considered likely.
