On January 27, the White House Office of Management and Budget (OMB) released a memo directing all agencies to temporarily pause payment for a large group of federal programs. Since then, the memo has been rescinded. Additionally, two lawsuits have challenged the OMB order. The first, National Council of Nonprofits, et al. V. Office of Management and Budget et al initially delayed the memo’s implementation by five days. The second, New York et al. V. Trump et al., created a temporary restraining order stating that “federal agencies cannot pause, freeze, impede, block, cancel, or terminate any award or obligations.” This ruling applies to all states, not just the ones involved in the lawsuit. The rulings do not prevent the Trump administration from continuing its review of programs.
