On August 1, the cities of Baltimore, Chicago, Cincinnati, and Columbus, Ohio, filed suit in a federal district court in Baltimore. See Four U.S. Cities Sue over Trump “Sabotage” of Obamacare (Reuters, 8/2/18). The plaintiffs allege that the administration has taken actions to undermine the Affordable Care Act in violation of the Administrative Procedure Act and the so-called “Take Care Clause” of the Constitution (Article II, Section 3), which states: “…[the President] shall take Care that the Laws be faithfully executed…”. (See the plaintiffs’ complaint, page 3.) They ask the court to order the administration to reverse the various actions it has taken and fully implement the law in accordance with its intent. (See page 126 of the plaintiffs’ complaint.)
