Kaiser Family Foundation (KFF)
- Estimating the Reach of the High Unemployment Exception to Medicaid Work Requirements: A new KFF analysis estimated the reach of the high unemployment exception. As states prepare to implement Medicaid work requirements by January 2027, most of the states subject to work requirements (42 states and the District of Columbia) are planning to adopt an optional hardship exception for Medicaid expansion enrollees and applicants living in counties with high unemployment rates.
Child Trends
- Child Welfare Agencies Are Relying Less on Social Services Block Grant Funds: In state fiscal year (SFY) 2022, child welfare agencies across the country spent $1.5 billion in Social Services Block Grant (SSBG) funds, which agencies can use to promote self-sufficiency, prevent or remedy child maltreatment, reduce inappropriate use of institutional care, and more. According to recent Child Trends analysis, SSBG spending by child welfare agencies has decreased by 24 percent over the past decade.
- Child Welfare Agencies Are Using Fewer TANF Funds: While Temporary Assistance for Needy Families (TANF) is commonly known as a cash assistance program for families with low incomes, it also has other uses. For example, child welfare agencies across the country use TANF as a flexible source of funding for child welfare activities. According to recent Child Trends analysis, in state fiscal year (SFY) 2022, child welfare agencies spent $2.9 billion in TANF funds—a 13 percent decrease over the past decade and a 6 percent decline since SFY 2020.
