What do “Zero Tolerance” policies and School Resource Officers have to do with black CYSHCN? Is this an isolated experience or a national trend? While juvenile crime rates and juvenile incarceration have declined over the past decades, out-of-school suspensions and exclusions have more than doubled. Children of color with disabilities face higher, disparate rates of exclusionary discipline in schools- beginning as early as preschool. The state of school discipline may vary by District and State, but the trend of the pipeline from school discipline to the juvenile justice system is clear.
