Iowa – Iowa’s 1115 proposal is looking to add work requirements for non-exempt Medicaid expansion adults aged 19 to 64. Compliance with the work requirement would be determined every six months; individuals who do not meet the requirement or are not exempt would have their coverage suspended. Those subject to work requirements would have to
- work at least 100 hours per month or earn wages equal to the state minimum wage multiplied by 100 hours,
- be enrolled in an education or job skills program, or
- be enrolled in and compliant with TANF or SNAP work requirements.
Exempt groups/individuals include
- those with high-risk pregnancies,
- those determined disabled by the Social Security Administration,
- individuals who are American Indian or Alaskan Native,
- individuals identified as medically exempt,
- caretakers of children under age 6, and
- individuals exempt from SNAP work requirements.
Comments can be submitted via the Medicaid comment portal for Iowa’s Health and Wellness Plan. The federal comment period is open through July 13, 2025.
